“Manipur Assembly: Legislative Agenda”

Introduction:

The Manipur government, led by Chief Minister N. Biren Singh, is gearing up for significant legislative discussions and policy decisions during the forthcoming assembly session, slated to commence on February 28. These initiatives were disclosed following a cabinet meeting presided over by Chief Minister Singh and conveyed by state Information and Public Relations Minister Sapam Ranjan.

GST Amendment Bill and Fiscal Matters:

A prominent agenda item for the upcoming assembly session is the proposed introduction of the Manipur Goods and Services Tax (6th Amendment) Bill, 2024. This legislative proposal aims to enact necessary amendments to the state’s GST framework. Concurrently, the assembly will deliberate on various fiscal matters, including reviewing reports from the Comptroller and Auditor General of India, revised estimates for the 2023-24 budget, and the presentation of budget estimates for the fiscal year 2024-25. The assembly session is expected to extend until March 5 to accommodate these deliberations.

Implementation of Judicial Pay Commission Recommendations:

In alignment with directives from the Supreme Court, the Manipur cabinet has given its nod for the implementation of recommendations from the Second National Judicial Pay Commission. This decision pertains to the disbursement of allowances to members of the Manipur judicial service, effective retrospectively from January 1, 2016.

Legislative Measures and Land Acquisition:

Additionally, the council of ministers has approved the introduction of the Manipur Labour Laws Exemption from Renewal of Registration and Licence by Establishment Manipur Bill, 2024, aimed at streamlining labour laws in the state. Furthermore, the cabinet has greenlit the direct acquisition of 3.77 acres of land in Imphal East district for the establishment of an automated testing station.

The forthcoming assembly session in Manipur is poised to be a pivotal platform for addressing diverse governance issues and enacting legislative reforms. With the proposed introduction of the GST amendment bill, discussions on fiscal allocations, implementation of judicial pay commission recommendations, and other legislative measures, the state government is committed to addressing key policy concerns and fostering inclusive development and welfare across Manipur.
