Sec 5(4) of IGST act and sec 24(1) of CGST act , contradict each other, sec 24(1) says complsory registration for making INTERSTATE Supply , and on the other hand sec 5(4) says INTERSTATE Supply by an UNREGISTERIED person .

Please clarify the legal position, whether person without registration can make INTERSTATE SUPPLY.
