Refund of ITC on export without payment of IGST
The Drawback is availed by the Exporter, Can Exporter claim ITC refund in view of Section 54 of the CGST Act?

Depends on Which drawback you are talking about. Pls refer to circular no. 37 issued by CBIC last month, which deals in detail on this issue.
