GST Council second meeting: Agreed on five subordinate legislation,disagree on service tax assessment

In its second meeting, the GST Council agreed to major regulations. But an item already marked as agreed in the last meeting was not ratified by the council as two of the states opposed the power of services tax assessments retained by the center. Although the following business was conducted by the council unanimously.

• Consensus on area bases exemption in the GST regime. At present The Central government gives exemption to 11 states mostly in North East and hilly regions from excise duty as also many states give the same as an incentive for setting up industry. It was a concern of industry located in those areas from long as they had already invested heavy amounts to avail exemptions.
• Adoption of subordinate legislation related to registration, returns, invoices, payment, and refund. You can find these rules here
