E Waybill for moment to weighbridge

Taxable goods loaded but cannot be invoiced and cannot generate ewaybill until weighed on a Lorry weighbridge, so if in case any Gst team asks for invoice n ewaybill between the place of loading and weighbridge, what are consequences, please explain
