I have received the service form GTA and I paid tax on RCM basic @5%. Can I take ITC on this?

Yes after payment of TAX and self invoicing , you can book ITC.

Yes, totally agree with CA Rishabh Agrawal.
Restriction is only for GTA, you being a service recipient can take credit of ITC
