Telangana CM’s Initiatives: Tackling Revenue Shortfall and Layout Regularisation

Introduction:

Telangana Chief Minister Revanth Reddy recently chaired a crucial review meeting to address the state’s revenue shortfall and discuss the regularisation of unapproved layouts. The meeting shed light on pending dues from the Union government and the government’s decision to regularise unauthorised layouts to benefit citizens.

Pending Dues from Union Government:

Officials highlighted during the meeting that Telangana is yet to receive ₹4,000 crore in GST compensation dues from the Union government. This pending amount has contributed to the state’s revenue shortfall, impacting various developmental projects and initiatives.

Layout Regularisation Scheme:

In a significant move aimed at benefiting citizens, the Telangana government has decided to regularise unapproved layouts. This initiative is expected to benefit approximately 20 lakh people across the state. The scheme, however, comes with specific eligibility criteria and does not apply to certain types of land, including endowments, Wakf lands, and those under litigation.

Key Features of Layout Regularisation:

The Layout Regularisation Scheme of 2020 allows for the regularisation of unauthorised plots that were subdivided without proper permissions from competent authorities such as municipal corporations, municipalities, and urban development authorities. It aims to streamline the process for citizens to legalise their properties and bring them under regulatory compliance.

Efforts to Bridge Revenue Gap:

Chief Minister Revanth Reddy emphasized the need to bridge the gap between revenue targets and actual realisation of commercial taxes. He directed officials to explore measures to enhance revenue generation and ensure timely collection of taxes to support the state’s developmental agenda.

Addressing Illegal Sand Transportation:

During the meeting, the CM also discussed the need for a new policy to regulate sand transportation. He stressed the importance of installing GPS trackers on sand transport vehicles and implementing stringent measures to curb illegal sand transportation. Additionally, he emphasized the importance of proper waybills for monitoring sand transportation activities.

Enforcement Measures and Accountability:

Revanth Reddy expressed concerns about the reduction of fines imposed on certain quarries and directed officials to ensure strict enforcement of penalties. He also called for the immediate transfer of officials who have held their posts for extended periods, highlighting the importance of accountability and efficiency in governance.
